Technology Requirements from the USPS - Meter Migration & Decertification Mandates

MMS wants to provide you with important information about the upcoming decertification and meter replacement deadlines established by the U.S. Postal Service. Please note that USPS decertification involves two distinct mandates (with separate deadlines) regarding all rotary postage meters. The first, known as Phase 3, requires all rotary meters without an automatic shut-off capacity (timeout feature) to be removed from service by December 31, 2006. The second mandate, Phase 4, requires all security enhanced rotary meters be upgraded to digital meters by December 31, 2008.
The purpose of this USPS meter migration enhancement program is to significantly strengthen the security of postal funds for all users and to help build a foundation for the future of "intelligent" mail. Fraudulent acts and misuse of postal funds can be costly to your business, and investigations are time consuming and expensive. All of this can create inefficiencies in postal service and contribute to increased postal rates.
